Enchanted Waters or Canoe Bay?

My wife and I will be spending 2 days in the southern section of Tobago and want to fish the flats. Is it necessary to have a car? What place would give us the best option of Buccoo and the Atlantic without and all inclusive? We will hopefully be fishing with Kester one or two days before we head to Castara. We want to relax and be mellow following our 2 day flight ( not have to drive and or taxi to far), but definitely need to be close to the flats, perhaps a bonefish or two, maybe a permit
