But the question still remains ... the costs of cleansing Tobago and maintaining such cleanliness needs to be evaluated before we can assess the tax raising possibilities.

Lets say it costs £1 million to do the initial work and then half million a year to maintain sewage treatment around the island (these are only numbers!) then we could say the departure tax could be doubled with some margin to spare.

If there are any environmentalists in Tobago that can put a price on it I guess the THA could start issuing the green papers on some financial proposals for additional taxation (on tourists).

Consultation could lead to the introduction of an official body that could manage the project.

There is more to this than simply getting on with it ... politics ... I hope they see the opportunity ... the costs of holidaying in Tobago would rise but this has to be seen as a necessary alternative poison for those of us that accept the longer term view.
