We are coming to tobago mostly to windsurf in march 2020. We are also beginner/intermediate surfers and wonder if there is a good teacher/guide that anyone can recommend?

i think that the watersports place at pigeon point is going to be your best bet for tuition - no personal or reported experience but they appear to be well set-up and there's always activity taking place from there
