Crown Point Owner not Providing Service

I am a repeat customer to an eight unit apartment building. I had been here a week when the key to the balcony door (up to this point used without issue multiple times a day) broke in my hand. I am in my 70's with a severely compromised hand, and yet I have been accused of forcing the key and therefore breaking it. The owner expected me to pay for the locksmith and new lock, which I refused to do since the broken key represents normal wear and tear to the property. A worker was able to extract the broken key from the lock, and my expectation was that a copy would be made.
I have repeatedly asked the owner for an update on the lock issue, but she has not replied to my messages. Currently only two units are occupied, so I also requested that I be allocated one of the remaining units for the balance of my stay. Again, silence.
I paid in full up front based on my previous positive experiences, but am now quite frustrated as I cannot enjoy the full benefits of the unit for which I have paid.
Suggestions for a way forward would be greatly appreciated.
