Cellular phones

Hi, everyone. I did a search but did not come up with what I was needing. I am from the US and my service plan for my cell phone is Cingular. I called and asked about activating the international calling feature for when I travel to Tobago. I was told that my digital Nokia phone would not work on Tobago because Cingular operates at 1800 megahertz, and the island operates at 1700. Does anyone know anything about this?
Since I will be spending most of my time in Charlotteville, I wanted to have a phone available in case of an emergency. If my cell phone won't work on the island, then are there phones available in Charlotteville for public use? I am staying at Top River Pearl and I do not believe the apartments have phones. Any help is much appreciated!
