Oh my goodness I am leaving friday morning to go to Tobago and for some reason I never dreamed that a passport is required for entry into Tobago. My mother does not have a passport. I have traveled all over the caribbean and never need a passport. Can she get in with her Birth Certificate and license......help???

With respect, Kristine, you cannot have travelled "all over the Caribbean" without a passport. You can only have visited US dependencies like the Virgin Islands, Saint Croix, Saint John and Saint Thomas.
I regret to say that there's no chance of her being allowed in to Trinidad & Tobago, or any other independent countries, without a passport. Sorry, but there's simply no way round this problem that I know of.

Hello,
I went to Jamaica and to Cancun.. Oh my goodness I am so upset. I thought I read that it was only after December 31st of this year that they make it necessary for a passport.

Kristine
I can only suggest that you contact your US Passport Office and see if emergency arrangements are possible.
Good luck!

Kristine, you for sure need a passport, this is what T&T official website say:
U.S. Citizens / European Union Residents
Tourist or Business Travel:
- Passport must be valid for 3 months longer than you intend to stay in the country
- You must have tickets and documents for return or onward travel
Once I believe it was oK with Birth cwertificate, but not now
