Are there many teenagers at coco reef?

No, not in my experience. This also applies to most of the hotels on Tobago, to be honest. It depends entirely upon the family and teenagers concerned, of course, but to be frank it's simply not the type of destination that most parents (as much as they might like to go there themselves) would choose for most teenagers - too laid back and not exactly a hive of activity.
If you're thinking from the point of view of not wanting to go somewhere with lots of young people, then you need have no fears. If you have teenagers and are worried that they will not have company, then it's a more difficult question to answer - it will depend entirely upon the teenagers themselves.
