The VHL hotel is closed and there is no word from the THA that would suggest it will be repaired or reopened.
If you want a cheap wedding in Tobago, go to the wardens office in Scarborough for the ceremony, then pick up some booze at a supermarket on your way to the beach

If you want to do your own thing - as Russell has done (shown in other posts on the forum) you can. Just don't expect the planning to be quick and easy, expect mistakes, misunderstandings, and a laid back attitude from local suppliers.
There is an increasing number of hotels and villas that offer 'wedding packages' with varying degrees of professionalism, most of which will charge extra for the service. A lot depends on what you are willing to accept in terms of quality, for the most part expect long delays in replies to your emails, or unavailable staff should you call the establishment. This is due partially to the laid back approach of Tobagonians, and also to the fact that the staff member will have other duties. If you are prepared for this then you can, as many have done, arrange through a hotel or villa. There are of course those who have jumped onto the wedding package bandwagon for an easy dollar or to promote their villa on the internet so one can expect rouge offerings, but that is the same in any Country. It's an additional expense to your wedding/vacation budget, but worth the investment if you want control over your wedding day, assured service and no stress.
Your options will become increasingly limited as the size of the wedding group increases, dropping drastically once you have more than 40 guests, and there are less than a dozen locations that can accommodate more than 80 guests. All locations that accept larger wedding groups will charge a fee for the use of their property, and many will also charge a refundable caution fee against damages to their property. This is standard practice worldwide.
