Security guards asking for "donations"?

I have a friend who has returned recently from Cuba on a vacation. At the gate terminal, the security/customs "official" was placing a small piece of paper inside people's passports as they were attempting to clear customs and requesting a "donation". In Cuba this is pretty much to be expected, but I wonder if it will happen elsewhere?

My question is, has anyone encountered this in Trinidad or Tobago? Should I be carrying some "make things go smooth" cash on me when I travel there?

Hi I have been to Tobago many many times and never experienced this
