MISSING BOY - THAILAND

Does anybody know who this poor little boy is? He is about two years of age and possibly British or Scandanavian. He was found in Khoa Lak and his parents are missing. Nobody knows who he is.

I must say, he does look quite Scandinavian...

If he is two, he must be able to say a few words at least?
