About to visit for the first time. My question:
Is there widespread availability of USB access points for phone charging, eg in hotel rooms, restaurants or similar?

Welcome aboard!
Without knowing which specific hotel you will be staying at, it is impossible to say. However, in general, I think it fair to say that you are unlikely to find USB charging ports in any Tobago hotels. You might be lucky, but you would be far better taking a charger with you, just in case - and don't forget a 2-pin flat plug adapter.

Can't recall anywhere noteworthy in my vicinity with integrated USB ports. Increasingly common in new build or refurbished apartments/hotel rooms but no guarantee.
Sandy Point Beach Club has chaging ports by the tables in the bar area and Pennysavers have little box things in the entrance where charging is available - no idea what payment they need or how secure. Maybe in the food court at the Mall ?
A little context - the proprietor of one very popular (but now closed|) bar was quite happy to throw a cable over the counter for patrons to use. Of course, a small "pay first" admin fee was charged.
Make sure that your charger is dual voltage otherwise charge time will be lengthy

Sorry wrong information!
Combined USB / twin110v electrical outlets have been available on island for some years! The same as you do at home We have had them in all our rooms 3-4 years!

Just returned from Coco Reef Resort, no USB outlets there.
