Car Fully comprehensive insurance!!

Hi all,

Someone wrote to me, purposing a car rental:
"Car for 5 days noted, --- cwd is not included, car is fully comprehensive inshurance with an excess of us 1000 in the event of an accident , this some and under is your responsibility in the event of an accident, the company pays the rest and over. -"

If I understood correctly, I will have to pay for any damage under 1000 USD!! Correct?
In other words... the full comprehensive inshurance regards for values above 1000 USD!

Could anyone coment?
