Just saw in the Tobago News and Trinidad Express a new road to Charlotteville is going to be one of the new infa-structure projects. It is to be an extension of the Claude Noel (sp) Highway. A Super highway with tunnels and 4 lanes. It does not say it but I wonder if it may have something to do with the oil-gas drilling that is going to done off of C-Ville. I was told last year that C-Ville was to be the land base for the drilling. It also will go hand-in-hand with the new pier in C-ville that will accommodate cruise ships. I love Tobago, especially Charlotteville and the North end but this might be a little much for me. The charm is the way it is now.

Manning announces infrastructure projects

Prime Minister Patrick Manning last week Thursday announced the construction of a number of infrastructure projects to be undertaken in Tobago in the immediate and short term.

They are the completion of the controversial 100-bed Scarborough Regional Hospital at Signal Hill, the completion of the Crown Point International airport and Cultural Complex at Shaw Park, construction of the Roxborough Administration Complex, an Indoor Sporting Complex at Shaw Park and an Aquatic Centre at Bacolet in the immediate term.

In the medium to short term he said, there would be the extension of the Claude Noel Highway from Bacolet to Charlotteville with a feeder road to Castara, the construction of a road from Plymouth to Woodland and a by pass road from Crown Point to Scarborough, development of the Roxborough Town Centre, an Academy of Performing Arts and a Tobago Campus of the University of Trinidad and Tobago (UTT).

But to Tobagonians all these projects with the exception of the extension of the highway to Charlotteville have already been bandied about and have even been included in the THA budget over the years.

Manning made the announcement at a media briefing following a two-hour weekly Cabinet meeting at Hilton Tobago which was attended by Chief Secretary Orville London.

London said a conservative estimate of the cost of the projects announced by Manning could amount to $3 billion, but Works and Transport Minister Colm Imbert who sat in at the media conference said it could be much more than that.

Manning described the immediate programme as a modest one and noted that there would be a problem of the supply of aggregate for the projects.

As a result, Manning added, Cabinet noted the discussions taking place between London and himself for such a supply out of the Studley Park quarry.

London told reporters that his attendance at the weekly Cabinet meeting was not just about tokenism, but as a result of discussions he has had with the Prime Minister and various Ministers.

He said he was comforted by the Cabinet decision that the Assembly would be able to use local and international tendering for the projects and thanked the Cabinet for the quality of discussion that took place earlier. He said it was a "very productive meeting".

Imbert said the extension of the Claude Noel Highway project was not to be under rated and described it as one of an extensive magnitude that may include tunnelling. "It is not a simple project at all," he stressed.

He said this was the only way to develop Tobago with a network of links, adding that London's $3 billion estate was "underrating the cost".

Imbert also disclosed that government was nearing a solution to solving the airbridge situation and was considering a number of options before coming to a final decision.

He said a new process for the resumption of the hospital project would be implemented and this included the award of a contract to the company experienced in taking the project from its present position, modifying the design and the supply of equipment and commissioning, which was quite a departure from the traditional tendering process.




Hi Phil,

I share your concern , but it does seem that some projects have been in the budget for a few years without any progress.
So who knows whether it will actually be completed.
The Castara link road is also mentioned, dont know whether this is a good idea or not.
As usual getting the balance right is the most difficult thing to do.

Time will tell.

Hi Guys

As much as I love Tobago, I have to admit that the powers that be have not managed to bring a single major project to fruition. It has taken nearly 50 years to finish the Bloody Bay-Charlotteville road and I still recognise pot holes in the road that were there 50 years ago. Good luck to them and all their plans, but take my advice and don't base any of your holiday plans on any of these published proposals - at least not within the next 15 years. :wink:

Hi Steve, Terence has the main article from Aug. 10th. Tobago News. Also on Aug 10 there seems to be an editorial "Gifts in August" that calls the road a Super Highway. The Manning article is also in the Trinidad Express and it seems to me I saw a $20 billion price tag somewhere but can't find it. As for the Super Highway I won't hold my breath.

I have also watched the progress of the L'Anse Fourmi to Charlottevile Road. I sure do miss the solitude of walking it without ever seeing even a 4 wheel drive.

Don't ever say never. How long did they talk about the Chunnel (sp?)
